The Italian Elective Residence Visa is a long-term residency solution designed for financially independent individuals who wish to reside in Italy without engaging in employment or professional activity within the country. It is commonly used by retirees, individuals with substantial passive income, and those seeking to relocate for lifestyle reasons while maintaining income generated abroad.
Eligibility Requirements
To qualify, applicants must demonstrate stable and ongoing passive income sufficient to support themselves — and any dependent family members — without reliance on Italian employment. This income typically derives from pensions, investments, rental properties, dividends, or other recurring foreign sources. Applicants must also secure suitable accommodation in Italy and obtain comprehensive private health insurance valid throughout the country. Importantly, the visa does not permit employment or active business activity in Italy.
Application Process
Applications are submitted through the Italian consulate in the applicant’s country of legal residence. Once the visa is issued and the applicant enters Italy, they must apply for a residence permit (permesso di soggiorno) within the prescribed timeframe. The initial permit is generally valid for one year and may be renewed annually, provided that financial and legal requirements continue to be satisfied.
Long-Term Considerations
Although the Elective Residence Visa does not authorize employment, it can lead to long-term EU residence status after five years of continuous legal residency. After ten years of lawful residence in Italy, applicants may become eligible to apply for Italian citizenship by naturalization, subject to meeting language and other statutory requirements.
