The Italy Investor Programme is a legal pathway for non-EU citizens to obtain a residence permit in Italy by making a qualifying investment. Unlike traditional immigration routes, this programme focuses on economic contribution rather than employment or family ties. It provides investors with a residence permit, the right to live in Italy, access to education and healthcare, and freedom to travel within the Schengen Area.

The initial residence permit is typically valid for two years and can be renewed as long as the investment is maintained. Over time, investors may become eligible for permanent residency and, eventually, Italian citizenship.

What are the Investment Options?

Applicants can choose from several investment routes, each with specific financial thresholds:

Government Bonds:
Investors can purchase €2 million or more in Italian government bonds. This option provides a secure, government-backed avenue for residency, with the bonds required to be held for a minimum period.
Corporate Investment:
Investing €500,000 in an Italian joint-stock company qualifies for the programme. If the investment is directed toward an innovative startup, the threshold is reduced to €250,000, encouraging innovation and entrepreneurship.
Philanthropic Contributions:
A donation of at least €1 million to public interest initiatives—including scientific research, culture, education, or environmental projects—can also secure eligibility. This route allows investors to support social impact projects while obtaining residency.

Who Can Apply?

The programme is open to adults from non-EU countries who can demonstrate the legal origin of their investment funds and a clean criminal record. Applicants may include family members—spouses, dependent children, and sometimes parents—under a single application, making it attractive for those seeking to relocate with their family.
There is no strict physical residence requirement, so investors do not need to live in Italy full-time, although maintaining the investment is mandatory.

How to Apply

The application process typically follows these steps:
Preliminary Approval: Investors submit an application to Italy’s Investor Visa Committee to obtain a Nulla Osta, or clearance certificate.
Visa Application: Once cleared, applicants can apply for a long-stay visa at an Italian embassy or consulate.
Investment Completion: After arrival, investors finalize their chosen investment within a specified period.
Residence Permit Issuance: The Permesso di Soggiorno per Investitori is issued, allowing the investor and family to reside in Italy.
The entire process usually takes a few months, but timelines can vary depending on the investment type and documentation.
